Many countries are now paying
particular attention to entrepreneurship, which has led to the creation of entrepreneurial
policies.
Countries that have been successful
in the economic and business world see their growth and success as key factors
in doing research, supporting entrepreneurship, developing entrepreneurial
culture, and training the entrepreneur they need.
Now a days in Afghanistan, the issue
of youth work and employment for families and the government has become one of
the most pressing issues. The issue of employment is one of the main concerns
of every youth so that it affects their lives.
Now let's answer to this question
that job creation and employment is the task and job of which organization? Is
it the job of the government or the private sector to create employment? What
are the difference or differences between entrepreneurship and employment (job
creation)?
What is Entrepreneurship?
· It is common among most people that governments are required to
develop infrastructure and build a business and economic base, but this is
actually a private sector task.
· It is interesting to know that entrepreneurship has become so
popular in this era that people are taken mistake or misunderstand
entrepreneurship with employment.
· The word entrepreneurship has been common in French for centuries.
The French word Enterprendre for entrepreneurship, means being committed to
translating entrepreneurship into English in Year 1848.
· The process of business development is such that a new idea comes
into play from scratch and goes as far as getting to the implementation stage
and getting the job done.
· This process is always accompanied by taking risks that ultimately
lead to the production and introduction of a new product or service to society.
It may be a simple definition, but it can be difficult to implement the
entrepreneurial process.
· An entrepreneur is called someone who has the skills to work toward
the idea, service of ideas and services and take any risks along the way.
· Keep in mind that delivery is not just about delivering the
product, but about turning it into a service that people need and a product
that people need.
· In this process, the entrepreneur needs skills such as marketing
skills, leadership skills, communication skills, planning capability, and so
on.
What is Employment?
· The word employment subconsciously implies the notion of creating a
job to meet the needs of the market.
· As you know, the word employment is very much used in political
discourse. For example, a presidential candidate may also lecture on new job
creation and employment programs in addition to tax terms.
· In practice, the term is used when a particular industry employs
more workers and employees when needed and eliminates market demand for
services and products.
Employment is categorized from simple to hard into four categories,
which we refer to below
Employment with Government Investment
The government creates jobs by
investing in projects that can create new services.
The government does this by
concluding contracts with the private sector to implement projects in the
fields of engineering, legal, infrastructure, etc. In addition, the government
can support ongoing private sector programs and simplify their results faster.
This method has an infinite source
of government money, which is why it is one of the simplest and fastest-growing
jobs.
Employment under the Influence of the Law
Consider a candidate who has new
fiscal policies. Now, if this person is elected and implemented his policies,
there will be clear differences in economics and industry.
This can only affect the job
creation issue with a small change. These changes need to be balanced and
moderate, as many changes in fiscal policy have a major economic impact, and so
are small changes.
Moderation is therefore the best
option, but also the most difficult to make.
Market Share in Employment/Job Creation
If the unemployed person ambitiously
starts a business that seems to be a simple market, it can create employment.
These new businesses usually create jobs easily.
Employment by Implementing Ideas
Investment, invention and innovation can be described as three
stages of employment. This is the toughest and best way to create long-term
employment.
Entrepreneurship and Employment Differences
In light of what we have discussed
so far, we would like to outline in general the main differences between
entrepreneurship and employment.
1. The first
difference between entrepreneurship and employment is that entrepreneurship
actually creates a new job, while employment creates jobs for market demand.
In other words, income entrepreneurship is shaped by changing the
core elements of the business, but is enhanced in the current business creation
without changing the core elements of the business.
2. Another
significant difference can be attributed to entrepreneurship being private,
while employment is the responsibility of the government.
In other words, the government is required to support activities
and processes that ultimately lead to accelerated employment.
Rather than directly engaging in job creation or enlargement, the
government can take effective steps, such as spreading entrepreneurial culture,
encouraging entrepreneurs, enhancing the value of entrepreneurship and entrepreneurs
in society, and supporting their activities.

Entrepreneurship in every arena and stage offers a different service or new
product, while employment rarely leads to innovation.
That is, only in one case of employment does it come to new ideas
and innovations, one of the most difficult and less used.
It is important to note that some people think that only having one
idea can make them a successful entrepreneur, but you should know that this is
just one step in the whole entrepreneurial process.
4. The main goal
of entrepreneurs is not to create employment, but since there is no work
without human resources, one of the achievements of entrepreneurs is employment
and job creation.

Entrepreneurship generates a source of wealth and employs the right people.
Whereas employment generates and distributes existing wealth sources, it is not
always productive.
6. Employment is usually not for the benefit of the individual, but
only for the community, but the benefits of entrepreneurship are to the
individual and the community.
